Counting Cards systems doesn’t work anymore. Nowadays they deal the cards from three or more decks in the boot.
Wait do you mean LEGALLY or by Casino rules? Legally it is likely to be ok, there aren’t a lot of laws of things you can’t have. As to the Casino letting you carry it I’ll tell you this, IF THEY LET YOU IT ISN’T ANY GOOD. Casinos don’t make money by letting people have things that will help them. If you count cards the Casino WILL kick you out(as an example) BUT you didn’t break any laws if you are doing it in your head. So this may be legal, but if it is any good the Casino will not let you use it.
I’ve done it in Vegas and the dealers said ok. There’s probably nothing illegal about it (that depends on the jurisdiction) but the casinos have every right to enforce their own rules. In other words, they have every right to say no and kick you out if you don’t put away your chart. Just be up front about it. The cameras will catch you regardless and it’s far easier to have the dealer say “yes” than to have a bunch of big goons kick you out.
Oh and don’t forget, even if you use the best chart with the best strategy, the odds are still in the house’s favor.
Absolutely, they usually sell them at the casino for you to buy, also they keep the chart accessible in the touchscreen computers in the pit shoudl you not have a card and be wondering what the ideal action is. Sadly the piut never seems to know it off the top of their head.
That chart you listed is HORRIBLY INNACURATE, you shoudl abandon it at once, and seek better information.
Take note that what is refferred to as “basic playing strategy” will vary based on variable sushc as the number of decks ion play, if the dealer hits or stands on a soft 17, if the player can double down after splitting, if surrender is allowed, and how many hands the player can split to.

You are allowed to have those cards at the table with you, lots of people do that. Ironically, they never use them though and most of them play by their “gut” which isnt a good idea
